BASIC PROGRAM STATEMENTS of the I. INTERNATIONAL CONGRESS ON NATIONAL VALUES

"NATIONAL VALUES IN ECONOMIC DEVELOPMENT (Croatian National Values in European Integrations)"

Rapid and profound changes of international conditions for the development of national economy, as the consequence of the accelerated concentration of basic economic resources (gifted people, technologies, finances) in few developed countries, bring about the worsening of the success rate of national economic undertakings in all remaining countries, and the waste of precious and unrecoverable national values. Selling or devaluating the values effectuates the waste. This is the way the governments, which run the countries, find compensation for their own failures in the national economic development. The direct consequence of the procedure is the worsening of conditions for economic development. In the long run the new governments (at the time they come to power) lose the opportunities to start the efficient national economy based on national values as basic economic resources.
At the same time the model of globalization derived from economics and technics (made applicable by before mentioned concentration of basic economic resources and based on universal values) devaluates national in favor of universal values. Under circumstances of its strong influence on governmental bodies in countries with weak economic (particularly technological) development, the national economic policy itself starts to neglect the national values as economic resources. The values are then transferred into the field of public and social consumption, and systematically reduced as the country's expenses for public consumption diminish following the concepts of globalization.

This brings about the general refusal of the actual globalization derived from economics and technics, and the changes of economic policies in numerous countries. The main cause of changes is the public notion that the national values as economic resources, invested in segments of economy originally based on universal values, give better and more durable results in development of the national economy. The public consciousness about the enormous wealth the national values contain (from the point of view of economy under new technological conditions for economic development in the world) as like as about the mutual dependence between the upgrading of national values and the acceleration of national economic development, is steadily growing. It becomes obvious that the countries, which devaluate or sell out the national values, slow down their economic development.

The comprehensive discussions on the above statements will be moderated by general tendency of the Program Committee to achieve the broad classification of Croatian national values from the point of view of their impact on the national economic (and particularly technological) development and on the international cooperation in the processes of European integrations.

The Croatian national values, developed through centuries, have preserved the Croatian national identity through the last millennium and have made possible the development of the Croatian state to the level of West-European integrations. The same values form the basic classes of national values today, too. The economies of all European countries are based on the same classes of national values. At the first level of classification we can recognize the following classes: Demographic, Language, Geopolitical, Natural, Military, Cultural, Religious - ordered by the intensity of their devaluation in the processes of globalization based on economics and technics. During the last century two new classes had to be added: Technological and Economics (Financial) - ordered by the intensity of their devaluation in the processes of globalization based on economics and technics, too. Particularly, the technological national values have got the uppermost importance in the development of national economies and in European integrations.
